There currently are six locations at which to seek shelter during storm emergencies. Some are available 24 hours a day while others are open only during normal business hours. Facilities open 24 hours a day are:

- Hedrick Medical Center office building, 103 11th Street
- Strand Hotel, 716 Clay Street
- Chillicothe Department of Emergency Services, 700 Second Street
- Senior Citizens Center, 440 Locust Street
- City Hall, 715 Washington Street
- Livingston County Courthouse, Washington Street
